    even in singular form of 2-217, it can be a generic expression for each shahr haram

    Correct in your understanding , al-shahr al-haram ( inviolable month ) in 2217 even in singular form it's pointing to the four inviolable months not only one month , this form and meaning is similar to the word al-malak singular of al-malaayikah (plural ) the singular form is used in 6917 and 8922 but it still mean al-malayika as a group , there is another similar form or way when the plural meaning is understood through the singular form in arabic you can see that in the word as al-maskyin the singular of al-masaakyin ( plural ) , the singular form is used in 1073 and 7444 and 6934 but it is evident that the talk in that verse is not talking about one singular ,particular maskyin (1 poor man ) but instead it mean the poor men's in general ( any poor man ) this form and meaning is similar to the form and meaning of al-shahr al-haram ( the inviolable month ) in 2217 , the meaning is all the inviolable months
