What type of State

Salam wa3laykum.
I been wondering for a while what type of State should a muslim country (or at least a majorly muslim country) should establish? A republic? A democracy? A state without head of governrnent but little self-organized groups of people living according to their own laws? I thought maybe the last one is correct according to my understanding of the Quran, but public services like water, electricity, etc... would be impossible to provide.

the most correct answer applicable to all context is
"The type of state that's being agreed by it's people"..There are no silver bullet, different context/culture requires different type of state.
Muhammad's form of "different society governed by their own law as agreed by them" with "certain agreeable law to govern inter-society conflict" might be appropriate and practical for his time and his place.
But might not be appropriate for other context..While early Israelites form of "No King/Centralized Power", "No professional military/soldiers" with only a group of judges to resolve conflict within societies might be appropriate and practical for Moses's time and place.
But the most important question is actually "What's the objective of forming a state?"
Usually it revolves around Order, Security, Justice and Social Welfare.
It's the objective that's important while the means might varies according to context.
