ImraanSo, you think it refers to the excuses of the people with bad deeds on the yaumu l'qiyyama, and that God will collect and recite the deeds on that day? There might be some reason in this.

Yes youre right, but the context on that word is learning to recite the quran, so lots of people make an interpretation that the word bihi goes to the quran.

Third person masculine singular pronoun which is the object noun of preposition "be" is the problem. How does it refer to Qur'aan because you think it is not immediately mentioned before. Your point is correct that a pronoun always refers to a noun mentioned earlier.
However, in discourses, it is not necessary that a pronoun must appear immediately after a noun. One has to go back to trace the noun even if one is to go the first word of discourse. Please go back to last Ayas of Surat 74. In between subject matter is different. The information appearing after the pronoun also confirms that it relates to the Book.

Alas! No! You love the immediate!
And leave (aside) hereafter.
Radiant will be the faces that day
To watch their Master!
Distorted will be the faces that day
In anticipation of imminent torture!
Alas! When it reaches the collar bones.
And it is said, "Who will cure?"
And he anticipates - it is the parting.
There goes his legs trembling (in fear).
The driving that day will be to your Master.
Then neither he is sincere nor does he respect
But rather he denies and turns back
(And) later goes (back) to his family to brag
Closer to you and then even closer
(And) later closer and so even closer
Does the human think he will be left to no avail?
Hadn't he been a drop from semen emitted?
(And) later a clot? Then He created and shaped
Then assigned of him couples - female and male
Is He not able to enliven the dead?(My personal impression from Surah 75; cross checking recommended)

Mazhar, I agree that the pre ceding word does not have to be immeditely before the pronoun, but I think that going back to chapter 74 is a stretch.

IMHO the Prophet Muhammad is being told not to be so quick relaying the revelation,
but to be patient and wait for the inspiration to settle in his heart. (see 20/114)
And for him not to worry or be anxious concerning its final form (751 What is expected
of Muhammad is to follow/abide by the revelation (7519) I have a problem with 75/20-21
and that is Is the Prophet Muhammad being admonished in verses 75/20-21?"It" = pronoun = revelation
