    43 If you fear that you (the society) shall not be able to do justice with the orphans, (as may happen in times of war and political turbulence, the government shall announce a state of Emergency), then, in order to accommodate widows and orphans, men of sound finances and character shall be encouraged to marry among these widows with mutual choice; two, three, and four (4127). But, if you fear that you will not be able to deal justly, then, you must not take additional wives, and may continue with what you already have (4129). This will be more suitable to prevent you from doing injustice and face financial hardship

    43 If you fear that you cannot be just to fatherless orphans, then marry those whom you see fit from the women, two, and three, and four. But if you fear you will not be fair then only one, or whom you already have contract with. So that you do not commit injustice and suffer hardship.

    RQT note Polygamy is allowed only to provide psychological, social and economic support for widows with orphans (See 4127).

    Read the verses before and after, 42-4. For example

    Orphans under the care of the community or even within a household, would obviously be spent on, i.e. upkeep, and if they have wealth and one is using this for their upkeep a situation might arise where one might mix this wealth with their own or with hold some of it etc THUS a potential solution is given involving marring the women (this could be the orphan women, or perhaps mother of orphans).
    Marriage inherently implies they are of sound mind and must be given their wealth, and optional dower, and maintenance/upkeep will naturally follow anyway, thus potentially resolving the problem.
    Also note the use of "adna" in 43 meaning " more appropriate/closer/likely that you not oppress", implying the suggested solution is not full proof.

    mother of orphans (i.e. widow with orphan) or woman orphan (i.e. adult woman orphan)?

    Assuming the above example is valid, logic dictates that it cannot be mother of orphans because they would already be entitled to their wealth

    Thus, must refer to woman orphans.
