So, if our sex drive reaches a degree that blocking our self control mechanism and prevents us from making right decisions, it is entirely logical to discharge it deliberately instead of waiting for an uncertain "wet dream". Because our self control mechanism is much much important than our sexual desire. Zina/fornication is haram in Quran but masturbation is not. Therefore, if masturbation is going to help to keep ourselves away from zina, it is entirely sensible to do it without condemning one of biggest sins. But one exception avoiding excessive masturbation like many other excessive things we have to avoid.
