Firstly for all thieves you pay it back/work it off.
For adulterers I would have different categories. All believers would be punished Islamic way, non-believers would receive no punishment ("There is no compulsion in deen"). Non-believers receiving punishment for this crime (?) would be compelling them to follow the system.
