At this period, translated with Gregorian terms, the New Year Begins on 30 November 2016, which marks the 1st Day of the Year.
First Ten Days Fasting.
On the Tenth Day, whoever can may choose a good lamb or goat, male and healthy of the first year for Sacrifice onto the Lord. The Sacrifice should be happening on the 14th Day, which is 13 December.
Night between 13 and 14 December, is The Great Night of Decree.

I think it depends where you live, but Northern Hemisphere usually has the blessed night between 21st-22nd December.
And a new year begins on 14th December (full moon) in Stockholm.I don't know about the sacrifice thing you mention...Is this from Quran?

Sometimes it happens that the Year begins the day of Winter Solstice.
However, the moon is made for the precision of time. Full moon is the peak of the month, not its beginning. Empty moon is the beginning of the month.
I used to think 21-22 Dec each year is the Night of Decree, but such isn't a case. Because, it is a static date which does not account the moon phase.
Winter Solstice is used only as an anchor for beginning of the New Year. As such, the upcoming month is the first month for this year, and the dates as prescribed in the original post. The 14 Day of the Moon is the Full Moon, the Night of Decree.
