The correct view is that reading the Quran with the rules of tajweed is not obligatory; tajweed is only a means of making one?s recitation more beautiful. If a person reads and pronounces the letters clearly with the vowels as marked, then this is sufficient.

Of course, I agree with your point. "Tajweed" (probably) is man-made.
The whole point of the diacritics/harakat is so the letters can be pronounced correctly / transcripted in other languages.
Diacritics in Classical Arabic does have an emphasis on words as some can be part of a grammatical rule.I have been part of a nerdy tajweed competition once (in the far past), it does not add any meaning or special feel to the Koran. Some people even think it is disrespectful to not read with tajweed, haha.
