Why Muslim community does not consider Ahmadiya as Muslim? And why Ahmadiya community believes in Rasool after Muhammad pbuh.why this much of confusion among Muslims??

Because religion is a scam. Ahmadiyya movement was manufactured by the British colonialist Elite to get rid of the "messianic" movement in the religion called "Islam". They gave them their Ahmad like the Romans gave the messianic Jews their Moschiah ben David. Be careful with dogmatic beliefs. The Qur'an is telling us to stay away from religious people like Christians and Jews, which on that criteria includes dogmatic sunnis or shias. Deen of Submission is the Creed of Monotheism - nothing else. Not the Prophet, nor the Hadith, nor the Talmud, nor the self proclaimed apostle Paul. Only the MOST HIGH and his servant. No one will come and save you, you as an individual have everything to seek the truth and be a good being - you can only save yourself through the help of the creator of the heavens and earth. The coming of an Saviour is an old concept to weaken the potential of every single individual and to create someone with great Authority - who will most probably be placed by the Elites to strengthen their rule over the masses.
The talmudists dont even consider other human beings - the non-Jews - as human. The ahlul Hadith are allowed to kill Jews and Christians. The Holy Spirit evangelists consider being posessed or mentally ill as the influence of the holy spirit. The atheist science-fictionists still think that we are on an spinning ball and fell from a monkeys ass. You see whats going on? D This life is a pathetic circus, created by those pathetic authorities who use anything to control the population. Which is understandable on the other hand because majority of people are dumb animals trapped in their subjective reality and running after their insignificant desires.
