I came across this statement on internet "All kaafirs are not muslims BUT all non-Muslims are not Kaafirs".

Kafir = the one who deny God and His verses/signs (remember only relevant to topic... Kafir can be any common Denial)
Muslim = The one Surrendered to God (remember relevant to topic, Root may give general surrender of any type as well, example surrender to forces)Now figure out your question.
