Can People Be Accountable Without a Prophet? Is Muhammad’s Role as Mercy Unique?

The Quran says some nations did not receive a warner before Prophet Muhammad. For example
Surah Yaseen (366)
"So that you may warn a people whose forefathers were not warned, and so they are heedless."Surah Al-Qasas (2846)
"But as a mercy from your Lord to warn a people to whom no warner had come before you, so that they may take heed."Surah As-Sajdah (323)
"It is the truth from your Lord so that you may warn a people to whom no warner had come before you, so that they may be guided."But this raises big questions
If their forefathers had no prophet, how can they be blamed for following the wrong path?
The Quran also says "And We do not punish until We have sent a messenger." (1715) — does this mean those without a prophet will not be punished?
Were the Quraysh supposed to figure out monotheism on their own, maybe through Abrahamic teachings or by interacting with Jews and Christians?Another point Prophet Muhammad is described as "a mercy to the worlds."
Surah Al-Anbiya (21107)
"And We have not sent you, , except as a mercy to the worlds."Each prophet has a symbolic role. Jesus is called Messiah, Moses is known for laws and miracles, but Muhammad is specifically called a mercy.
Does this make his role exceptional compared to other prophets?
Is this just about his teachings, or does it mean something greater about his mission?Curious to hear different perspectives on this. Thank you folks.

1- According to the verses, everyone has innate divine knowledge—signs/verses(ayats)—within them from creation. With these fundamental inner truths and the intellect granted to us, we are responsible for seeking what is right and good.
2- The punishment of societies after the arrival of a messenger refers to their collective destruction. Otherwise, individual punishments and the punishments of the afterlife are continuously occurring.
3- In fact, throughout history, every nation has received warners. However, there have been long periods during which some nations did not receive a new messenger.
4- The verses state that the innate signs/verses/(ayat) within us, along with our intellect, make us accountable. Additionally, societies that have received a sacred book have, in a way, also received a messenger. For example, today, thanks to the internet, the Quran has reached all nations of the world. This increases responsibility, as warnings and guidance are being conveyed.
5- All prophets are a mercy to the worlds. However, the final prophet, Muhammad, brought the last sacred book, the Quran, which has been preserved and passed down to us. Until the Day of Judgment, the Quran will be a mercy to everyone it reaches.
1057 O people, advice has come to you from your Lord and a healing for what is in the chests, and a guidance and a mercy for the believers.
7203 And because you do not bring them a sign, they say "If only you had brought one." Say "I only follow what is inspired to me from my Lord. This is an evidence from your Lord, and a guide and mercy to a people who believe."
