73:20 and oration

This topic is going to be discussed in brother Natu's "THE THREAD - THE VERSES - THE UNDERSTADINGS - THE CONCLUSION" thread but I can't wait since the debate is showing a little sign of progression.
This question is especially for the ones who doesn't have any rituals. As you know I take salaat as oration and claim that Prophet Muhammed had to it but we don't need reading schedules for Quran like fajr and isra because that would be pointless reading Quran with a moderate tone at the middle of the night. One can read it any time he/she wants. But this understanding of mine fails to explain 7320.
7320 Thy Lord doth know that thou standest forth (for oration?) nigh two-thirds of the night, or half the night, or a third of the night, and so doth a party of those with thee. But Allah doth appoint night and day in due measure He knoweth that ye are unable to keep count thereof. So He hath turned to you (in mercy) read ye, therefore, of the Qur'an as much as may be easy for you. He knoweth that there may be (some) among you in ill-health; others travelling through the land, seeking of Allah's bounty; yet others fighting in Allah's Cause, read ye, therefore, as much of the Qur'an as may be easy (for you); and establish commitment/oration/bond and show purity; and loan to Allah a Beautiful Loan. And whatever good ye send forth for your souls ye shall find it in Allah's Presence,- yea, better and greater, in Reward and seek ye the Grace of Allah for Allah is Oft-Forgiving, Most Merciful.
This ayat strengthens the view that there was some kind of oration going on but raises question about who had been performing it. All orders for reciting Quran is given to Muhammad except this ayat. Does this mean that we have to read it every day? What if we read it ten times or more?
Quite clearly there's a correlation between loaning to Allah and establishing salaat in the ayat. That is, we have to comply with our bonds (salaat) with Allah in this exchange (loan).
Whatever, let's get back to the point again
17106 (It is) a Qur'an which We have divided (into parts from time to time), in order that thou mightest recite it to men at intervals We have revealed it by stages.
Muhammad was performing oration twice a day because the Quran was being revealed at the time of him. But the ayat 7320 suggests that the other muslims were participating actively in the oration too? How is this possible? Muslims were gathering and everybody was reciting the Quran? That would cause a noise pollution
