      Salaamun alaikum Saladin,

To me, its an expression denoting the messenger acting in representation of Allah's authority. For example

And AN ANNOUNCEMENT (adzanun) from God and His Apostle, to the people (assembled) on the day of the Great Pilgrimage,- that God and His Apostle dissolve (treaty) obligations with the Pagans. If then, ye repent, it were best for you; but if ye turn away, know ye that ye cannot frustrate God. And proclaim a grievous penalty to those who reject Faith. (9/3)

So its not 2 announcements but rather just the one

O ye who believe! Obey God and His Apostle, and turn not away FROM HIM (anHU, not anhuma or both of them) when ye hear (8/20)

So you obey Allah and the messenger and not turn away from HIM.

      thanks and peace

          Peace be upon you,

Obey the God and His MESSAGE.

"rasool" means both messenger AND message.
