Peace be upon you,
Here are the verses containing House (bayt) so we can look at them and get a better understanding of what the concept of House(Bayt) means. Please respond with any critisisms of my translations.
(2125) And when We made the House a strength to the people and security, and they took from Abrahams status a place of meditation; and We covenanted to Abraham and Isma'il, to clean My House for the circlers, and the devoting, and the bowing prostrators
(2127) And when raises Abraham the foundation from the House, and Ismail, "Our Lord, accept from us, You are the Hearing, the Knowledgeable.
(215 Surely the Safa and the Marwa are from the symbolisms of The God. So who debates the House or visits it, it is no sin upon them that circles by them. And if any one volunteers good, surely The God is Thankful, Knowledgeable.
(2187) Permitted to you, the night of the abstaining, is the approach to your women. They are your garments and you are their garments. The God knew that you were betraying yourselves so He forgave you; so now touch them, and seek what The God has written for you, and eat and drink, until the white thread appears from the black thread from the dawn; and complete the abstaining until the night, and do not touch them while ye are devoting in the place of prostration. These are The Gods limits, do not near it. Thus The God clarifies His signs to the people, perhaps they fear.
(2189) They ask you about the crescents (of the moon), Say, It is appointed times to the people, and the debate; And the righteousness is not that you come to the houses from its back, but the righteousness who feared and came to the houses from their doors. And fear the God, maybe you succeed.
(349) "And a messenger to the male children of Israel, "'That I had come to you with a sign from your Lord, that I create for you from the clay the figure of a bird, and blow into it, and it becomes flying birds by The Gods permission, and I cure and heal the blind and the lepers, and I revive the dead, by The Gods permission; and I declare to you what you eat, and what you store in your houses. Surely therein is a sign, if you were believing.
(396) Surely the first House delivered for men was with bakata blessed and guidance to the creations.
(397) In it are clear signs. Abrahams status, and who entered it became secure. And to The God upon the people is debating the House who is able to find a way to it, and who rejected, surely the God is rich from the creations.
(3154) Then descended upon you, from after the grief, security, slumbering (to) make unconscious a group from you, and another group, their souls had concerned them, they suspect with The God other than the truth, the ignorance's suspicion. They say "Is there for us from a thing from the matter?" Say "That the matter, all of it (is) to God." They hide in their souls what they do not show to you. They say "If (there) was for us from the matter a thing, we would not fight here." Say "If you were in your houses, those who (it) was written upon them the fighting would have appeared to their places of lying down, and for the God to test what is in their chests, and to cleanse what is in your hearts and The God (is) knowledgeable with of the chests.
(415) And those who commit the lewdness from your women, so call a witness on them, four from you, so if they witnessed, so hold them in the houses until the death makes them die, or the God makes for them a path.
(4100) And who emigrates in the Gods path, he finds in the earth an escape and an abundance. And who gets out from his house emigrating to The God and His messenger, then the death overtakes him, so his reward has fallen on the God, and the God is forgiver, merciful.
(52) O you who believe! Do not violate the God symbolisms, and the month of restrictions, and the gift(guidance), and the means of control, and those in safety of the house of restrictions, in seeking the grace and good pleasure of The God. And when they are permitted for you, then you may hunt. And do not be provoked by the enmity of those who prevent you from the restricted place of prostration(hearing and obeying) into aggression. And cooperate with one another in righteousness and consciousness of the God and do not cooperate in sin and aggression, and be conscious of the God. Indeed the Gods punishment is severe.
(597) The God has made the base, the house of the restrictions, persisting to the people, and the month of restrictions, and the gift(guidance), and the means of control, so that you may know that The God knows what is in the skies and on earth and that The God is knowledgeable with all things.
(774) "And remember when He made you successors from after Aad, and he settled you in the Earth. You take from its plains castles and you carve out the mountains into houses; so remember The Gods blessings and do not corrupt in the earth."
(85) As brought you out your Lord from your house with truth, and that a party from the believers disliked it,
(835) And their learning connection at the House was not except whistling and clapping, so experience the torture with what you were disbelieving.
(1087) And We inspired to Moses and his brother that you both establish dwellings to your people with Egypt, and make your houses focuses, and persist in the learning connection, and announce good news to the believers
(1173) They said "Are you wondering from The God's matter? The God's mercy and His blessings on you people of the house, that He is praiseworthy, glorious ."
(1223) And she in whose house he was, sought to seduce him from his soul. And she closed the doors, and said "Come here" He said "I seek protection of the God, that He is my Lord! He made my dwelling good! Surely He does not make the unjust win"
(1437) "Our Lord, surely I resided, of my descendants, at a valley of no crops at Your House of the restrictions. Our Lord to establish the learning connection, so make hearts from the people fall to them, and provide for them, from the fruits, perhaps they may be grateful."
(1582) And they were carving from the mountains secure houses.
(166 And inspired your Lord to the Bees to take from the mountains houses, and from the trees, and from what they hold onto.
(1680) And the God made for you from your houses rest, and He made for you from the livestock's skins houses. You find it light at the time of your travel, and at the time when you stop, and of its wool, and its fur, and its hair effects and enjoyment for a time.
(1793) "Or you have a house of gold, or you should climb in the sky. And we will never even believe in your climbing until you descend on us a book we can read." Say "Glory to my Lord! Have I been except a human, a messenger?
(2226) And when We assigned to Abraham the Houses place, that do not make partners with me a thing, and cleanse my house for the gatherers, and the persisting, and the bowing prostrators.
(2229) ] Then they should carry out their filth , and they should fulfill complete their duties, and they should gather around the Ancient House.
(2233) For you in them are benefits for a term appointed. Then its place to the ancient House.
(2427) O ye who believe, do not enter houses other than your houses, until you perceive (are seen), and you greet on its people , that is best for you, maybe you remember .
(2429) There is no sin on you if you enter houses not resided in, where there is enjoyment for you, and The God knows what you show, and what you conceal
(2436) In houses, which The God permitted to be raised and be remembered in it His name. Praises to Him in it in the early mornings and late evenings.
(2461) No blame on the blind, and no blame on the lame, and no blame on the sick, and nor on your souls that you eat from your houses, or your fathers' houses, or your mothers' houses, or your brothers' houses, or your sisters' houses, or your paternal uncles' houses, or your paternal aunts' houses, or your maternal uncles' houses, or your maternal aunts' houses, or what you owned its keys ,or your friend, no sin (is) on you that you eat all together or separately, so if you entered houses, so greet on your souls a greeting from at The God, blessed, pure. Thereby, The God clarifies to you the signs, maybe you comprehend
(2564) And those who spend the night to their Lord prostrating and persisting.
(26149) "And you carve out from the mountains houses.
(2752) So those are their houses destroyed because they caused injustice, that in that is a sign to a people knowing.
(2812) And We restricted him from the breast feeders from before, so she said "Do I guide you on a house's people that will maintain him for you, and they are for him sincere?
(2941) The parable of those who took from other than God guardians, is as the parable of the spider, it took a house, and that is the weakest of the houses, the spiders house, if they were knowing
(3313) And when a group of people from them said "O people of Yethrib, there is no status for you, so return." And a group from them ask the prophet for permission, they say "That truly our houses are weakly defended." And it is not weakly defended, truly they want except to escape.
(3333) And dwell in your houses, and do not show your decoration the way the ignorant show off decoration, and persist in the learning connection, and bring forth the purification, and obey The God and His messenger, truly The God wants to eliminate from you the filth, people of the House, and He cleanses you clean.
(3334) And remember what is read in your houses from The God's signs and the wisdom, that truly The God is soothing , expert.
(3353) O you who believe, do not enter the prophet's houses unless you are permitted. Do not wait for food at it, but if you were invited, so enter, and if you ate, so disperse, and not seeing to a conversation. That was harming mildly the prophet, so he feels shy from you, and The God does not shy from the truth. And if you asked them for goods, so ask them from beyond a divider, that is purer to your hearts and their hearts, and it was not for you that you harm mildly The God's messenger, and nor that you marry his wives from after him ever, surely that was at The God great
(4333) Were it not for that the people become one nation, We would have made, for those who disbelieves with the merciful, the ceilings of their houses, from silver and stairs on it they mount.
(4334) And for their houses, doors. And beds, on it they recline
(5136) So We did not find in it other than a house from the submitters
(524) And the living/populated House.
(592) He is who brought out those who disbelieved from The people of the Book from their homes at the first gathering , you did not think that they would emerge , and they thought that their fortresses are protecting them from The God, so The God came to them from where they did not think, and He threw in their hearts the terror, they destroy their houses with their hands, and the believers' hands, so be warned, you who have the eyes.
(651) O you the prophet, if you divorced the women, so divorce them according to their term, and calculate the term (menstrual cycle) and fear and obey The God, your Lord. Do not bring them out from their houses, and they do not get out except that they commit an atrocious deed, and those are The God's limits, and who violates The God's limits, he had caused injustice to his soul, you do not know, maybe The God causes after that a new situation.
(6611) And The God gave a parable to those who believed, Pharaoh's woman (wife) when she said "My Lord build for me at You a house in the Garden and save me from Pharaoh and his deed, and save me from the unjust people.
(712 "My Lord forgive for me and my parents, and whoever enters my house believing, and the male believers, and the female believers, and do not increase the unjust except in destruction
(1063) So they should serve this, the House's Lord.

I would like to know if somewhere in the Torah or New Testament we can read the word "system" or "process".
I don't think so. These are technical words probably coined not before XVI century.
Hajj is pilgrimage or festivals. By the way, the Hebrew word "Hag" means festival. And it's similar Hajj & Hag like Salam & Shalom.

It suddenly hit me that the word circles can mean people who will change place with eachother.I mean if a big yearly conferance is held somewhere then it will mean that new people will go there and also the old ones will come there and it will be an ongoing circulation of people.

My understanding of this verse is that the "house" is not a literal place. It is a spiritual/mental state of being at peace where no emotion can erode you. It is a place of security because it is where the God's restrictions are kept. We are to keep the "house" clean by not letting the restrictions become corrupted. Those who circle it are those who are trying to get away from the life of shaytaan. They hear a little of the word and change only a little, then backslide, then get closer, the backslide, etc.
Then there are those who are devoted who hear and obey(bow and prostrate) the restrictions therein constantly.

But if this is a mental state as you mention then why God tells us that people will come from different locations for this hajj!?

As brother Joe stated, even on this website, we come from all over. No matter where you are, you must "FACE" the place of hearing and obeying the God's restrictions (al masjid al haraam), the true focus(qibla). You can be anywhere in the world and still "get to" the God's house of security. wink
