The just punishment for people who make war on Allah and His Messenger and commit bloody crimes on earth, is being dispensed by the Divine Law of Requital. They are being slain, crucified, immobilized in great numbers, or are being entirely banished from the face of the earth. Such is their disgrace in this world, and an awful suffering awaits them in the Hereafter. (The use of present tense in this verse indicates that it is not a decree of Law. In (7124) the use of 'qat'a' pertains to a threat in the future tense, and then it emanates from Pharaoh, tyranny personified. Only the Divine System of life can ensure peace and security in the world (227), (2257), (3147), (4125), (2689)).
that is QXP's translation. No mention of cutting arms and legs.
The free-minds translation
The recompense of those who fight God and His messenger, and seek to make corruption in the land, is that they will be killed or crucified or that their hands and feet be cut off on alternate sides or that they be banished from the land; that is a disgrace for them in this world and in the Hereafter they will have a great retribution.which one is correct?

I would like to quote Ahmed Ali, a great Quranic scholar and translator
"Qata means to cut, but when used with different nouns it means different things idiomatically, for which see Raghib and Taj al-'urus, such as to stop someone from speaking when used with lisan, tongue, or cut off the road when used with sabil, or become hopeless when used with rajul, man, etc. In 1231 for instance, qatta 'na aidihunna means they wounded their hands or stopped peeling fruit, not cut off their hands. Hence here, in verse 38, it could also mean to stop their hands from stealing by adopting deterrent means, for the next verse in verse 39, speaks of repentance and forgiveness with overtones of rehabilitation, which would be lost if the hands were cut off completely or amputated. Similarly in verse 533 tuqatta'a could mean restrain them by putting fetters on one hand and on one leg."

When we can see the person has stopped rebellion he can be put under an observation programme and his freedom be given back in limited form. The Islamic State must decide that, using the advice of psychologists and so on. But we must follow these guidelines

?A requital for an offence should be the same as it without any excessiveness, and whoever pardons and makes peace, his reward rests with God Yet, as for any who only defend themselves after having been wronged, no blame whatever attaches to them; blame attaches but to those who oppress people and behave outrageously on earth, offending against all right But withal, if one is patient and forgives ? this is the best that requires a strong will?(4239-43)

Yes, I agree. But his insights are slightly contradictory to the translation you gave. According to him, the verse isn't decreeing law. What do you think?
