I have a question about 3918.

The ones who listen to what is being said, and then follow the best of it. These are the ones whom God has guided, and these are the ones who possess intelligence.Does "what is being said" include or exclude extra-quranic material?
For example, let's assume that that a psychologist, comes to the conclusion that one of the punishments in the quran is not the best punishment appliable. Is he then obligated to "Follow what he deems the best", or follow what he interprets as the quran?
Just a question, no hidden statements. )

Reading /following a normal quran , can we chop someones hand off for stealing , or should we use the best of all that we have hear?
I think if you analyse the ayah its saying; Those who follow the best of what they have heard are guided by God himself.
