I'm not sure where I read it, but I believe there is an organization employed specifically to put these links at the bottom of the search engine list.

I do not think that someone else's site can be directly manipulated; but another site can be pushed down the list by using numerous domain names with high ESO features.

FYI

Today (August 26) I googled the "holocaust cartoons iran" again, (quotation excluded, I did not use quotation marks in search) and I saw the www.irancartoon.com following the israeli website as the second among millions of sites.

I made a little modification in my search key words, making it singular, "holocaust cartoon iran", (with no quotation mark) and the www.irancartoon.com came on top of the list, just before the israeli propaganda site.
