Sorry to know that an arabic knowing person is talking like this.
I give a simple exampleIf tell some person
"Read this book.If you refuse ,I will punish you"
Does not it mean "refusal " is "refuse to read the book".
If you know "balagha" then you can understand.

When I ponder upon this verse carefully in conjunction with several others throughout the Quran, I get the picture that both Him and His Messenger were physical entities of their times. The concept of a fathomless "God" as perceived today obviously have been modified to meet man's ever changing thoughts coming down from generation to generation and have impacted billions but evidently rests and reflects back on "original settings" in time by humans themselves. The concepts and laws were seen from natural point of view as witnessed, known and/or heard, whilst taking the "figment of imagination" into consideration by superimpositions. Today, if any laws, conditions or rules get approved, implemented or amended, it is never weighted upon an unknown fathomless entity points of views.

Is her implicit statement that "you do not know" correct?

When the hypocrites come to you, they say We bear witness that you are most surely Allah's Messenger; and Allah knows that you are most surely His Messenger, and Allah bears witness that the hypocrites are surely liars.

well said I 100% agree with you.
What metality of the hypocrites have been depicted!!!

Because they speak words in "allegorical and metaphoric " manner and try to get meanings of their interest.

Also, please purchase a book on English reading comprehension, that is, if you are indeed a learner.
