I read this interpretation of the verse in Shahrour's "The Book and the Qur'aan" in the difference between "anzala" and "nazzala".

Any verse if used by a man to elevate his status, then he got it right; reflecting upon the ayat for strengthening each one's own individuality shall alone satisfy Allah. I submit Quran is far away from the limitations and confinements of human numbers and framed errors.
