Regarding the following verse
They ask you about menstruation? Say,"It is painful; so retire yourselves sexually from the women during the menstruation, and do not approach them until they are cleansed. When they are cleansed, then you may approach them as God has commanded you." God loves
the repenters and He loves the cleansed. (2222) (Reformist Translation)
And they ask you about menstruation. Say, "It is harm, so keep away from wives during menstruation. And do not approach them until they are pure. And when they have purified themselves, then come to them from where Allah has ordained for you. Indeed, Allah loves those who are constantly repentant and loves those who purify themselves."(Sahih International)
From the following verse it's clear that men are being told to refrain from women and not to approach them until they are purified/clean.
My question is that whether God is telling the women to do the opposite. Since only men are being commanded to refrain but not women. So can it be assumed that the decision of intercourse during menstruation is solely for women to decide? Also this question assumes that the verse is only taking about sexual intercourse, yet it previous threads it has been shown it can also be about not annoying them. Regardless my reason for asking this topic is because it has been shown that intercourse can help some women relieve the pain during their periods. While for some other women intercourse is still unbearable.
Also it has been shown that intercourse during menstruation does actually increase STD chances but this risk can be mitigated used condoms. So all of this points kind of to the fact that women have the choice, since they experiencing the discomfort. So they might mitigated it if they can? While men during this time can't bother them or ask for intercourse until after menstruation. Though interestingly the verse doesn't mention until the end of menstruation too.
