the pronoun howa is referring to the girl , and you know why because of the first letters which they are "" it turned the whole sentence speaks in the singular term but the context is about the girl, this is called eloquent sentence. I think you can find like this thing in classic poems(Arabic ones).
P.S when I said the girl ( it means child girl, adult girl , woman too) . the whole stages in a woman's life.

Arabic has gender related to just about every word.
grew up or raised in a place IS THE SAME as brought up. I understand you can argue about the Arabic but please dont presume to know English -

For learning Arabic, video tapes of Madina University are available on line, I advise that one should spare some hours of one's life to listen them carefully, in proper sequence.
And I tell people that most of the grammer and parsing of the sentence can and should be learnt by carefully seeing the words of Qur'aan. Listening and carefully seeing the words will make understanding Qur'aan very easy. Allah says
