Drop a gem on us.fight fire with fire , is a saying known from years ago and every nation in the whole world share the same saying, the only thing that change is the language .
The source of this phrase was actual fire-fighting that was taken on by US settlers in the 19th century. when they have controled a huge fire and eliminted its power by making a flame of fires around the huge one in the woods, and it was successful because this new made fire from the settlers choked the huge fire.
and about your question, I think to the end of knowing that everyone has right of defending by his own materiels.
