It relates to the subject of Allah whom He made to walk at night.
The mention of Musa immediately afterwords shows he was meant by the term "Abd", unless you think that there's a "Abd" of Allah whom He made to walk at night and whom we know nothing about. In this case he is not Muhammad either.. -
