As per my understanding alSamiri cannot be a name as it is used with "AL" and as far as I know none of the names in alQuraan is used with al.

It was learned Azad who opined that it refers to a nation. He overlooked the fact that this man is part of Bani Israel who have just escaped from Egypt and they were still in bewilderness when this episode happened.
We address people one to one either by personal name, or official title held by him or by name which he is popularly known by.
He was addressed by vocative particle Ya. Thereby, he is just one individual known by name Saamri. His companions also referred him by the same name while giving explanation to Musa alahissalam.
