I think it is quite obvious. I'm amazed that there can be confusion about this.
"qul" is an instruction to say something. So, obviously we then say that which we are told to say.
Parroting the word "qul" makes it all a farce and in effect we are displaying that we have not understood the instruction at all. Actually, we are showing that we fail to understand that there is an instruction in the first place.The only time you would write or say "qul", is when you instruct someone, in arabic, to say the things the quran says.

People seem to think that parroting the Arabic words of The Book is like uttering magic words that triggers some secret mechanism. So they utter them very literally as on the paper.

when you type on web theirs a command given to your post that is kinda similar to "qul"
say is said so say it! you are you not dictating the message? do you not have two recorders with you listening?
are you not also dictating the message to them? even if they may know it already? -

For me it would seem it goes like this
IF reciting/reading the Qur'an, either in our heads or out loud then we should read the Qur'an as it is - therefore, if we are reading that Surah then we would read Bismillahi Rahmaanir Raheem, Qul hu Allahu ahat, Allahus samat, lamulit wa lamulat, wa lam yakularu kufuwan ahat (excuse my errors)
Whereas the instruction is clear "SAY He is God, the One" therefore, if anybody asks us about God then SAY to them He is God, the One, The self-sustaining Master whom all creatures need but He doesn't need them"
This is just what seems correct to me, but ask God directly to make things clear to you - He has ALL the power.
May God increase us in knowledge and understanding.
