my inquiry is ming-lo, we are having a misunderstanding here. if a single ruler is open-minded, liberal, understanding and fair to his subjects, then is he even a dictator anymore?

Democracy as simply being 'vote of the majority' is a very bad idea.
The solution is to have a constitution based on the framework of God's guidance and then within such a framework you can have democracy.

I dont think that is referring to a form of a goverment. However let us assume your implication are excepted and we should not have goverment or a system based on majority wishes (correct me if I am wrong) therefore logically it must on the minority. Obviousouly in large gathering of population we would have to measure their opinion-hence what ever method we choose we simply ignore the vast majority and go along with the minority.
This bit is for Lotree-since it is unlikely that minority will be less than 1 then I with 1 vote only am declared the loser hence the winner therefore the ruler I mean the Dictator. It all makes sence to me now

It was bit of tongue in cheek-since there are those who feel that rule by majority is a bad idea then it implies that that rule by minority is the way forward and you felt that dictators are fine as long you are the dictator-i simply put in my claim on the basis f the smallest minority i.e no one is likely to be for me!!.
