so much confusion and people try to write physical suras , when it is evidance to the contrary which Allah is requesting from the disbelievers - i think its the details the facts to do with what Allah is/was talking about at the various places where the word "suratun" accurs.
Its not about a physical sura as the trads say at all but rather about the detailed facts before He mentions the word suratun in the various places ? I think.

And if you are in doubt about what we sent/given to our slave then bring/produce(as evidence) with dignity/eminence/facts/features of the like of it and call your witnesses besides Allah if you are truthful.
Wamina alnnasi man yaqoolu amannabiAllahi wabialyawmi al-akhiri wamahum bimu/mineena
Of the people there are some who say "We believe in Allah and the Last Day;" but they do not (really) believe.

YukhadiAAoona Allaha waallatheenaamanoo wama yakhdaAAoona illa anfusahum wamayashAAuroonaFain would they deceive Allah and those who believe, but they only deceive themselves, and realise (it) not!

Fee quloobihim maradun fazadahumuAllahu maradan walahum AAathabun aleemun bimakanoo yakthiboonaIn their hearts is a disease; and Allah has increased their disease And grievous is the penalty they (incur), because they are false (to themselves).

Wa-itha qeela lahum latufsidoo fee al-ardi qaloo innama nahnumuslihoonaWhen it is said to them "Make not mischief on the earth," they say "Why, we only Want to make peace!"

Ala innahum humu almufsidoona walakinla yashAAuroonaOf a surety, they are the ones who make mischief, but they realise (it) not.

Wa-itha qeela lahum aminoo kamaamana alnnasu qaloo anu/minu kamaamana alssufahao ala innahum humu alssufahaowalakin la yaAAlamoonaWhen it is said to them "Believe as the others believe" They say "Shall we believe as the fools believe?" Nay, of a surety they are the fools, but they do not know.

Wa-itha laqoo allatheena amanooqaloo amanna wa-itha khalaw ilashayateenihim qaloo inna maAAakum innamanahnu mustahzi-oonaWhen they meet those who believe, they say "We believe;" but when they are alone with their evil ones, they say "We are really with you We (were) only jesting."

Allahu yastahzi-o bihim wayamudduhumfee tughyanihim yaAAmahoonaAllah will throw back their mockery on them, and give them rope in their trespasses; so they will wander like blind ones (To and fro).
16.
Ola-ika allatheena ishtarawooalddalalata bialhuda famarabihat tijaratuhum wama kanoomuhtadeenaThese are they who have bartered Guidance for error But their traffic is profitless, and they have lost true direction,

Mathaluhum kamathali allatheeistawqada naran falamma adaat ma hawlahuthahaba Allahu binoorihim watarakahum fee thulumatinla yubsiroonaTheir similitude is that of a man who kindled a fire; when it lighted all around him, Allah took away their light and left them in utter darkness. So they could not see.
18.
Summun bukmun AAumyun fahum layarjiAAoonaDeaf, dumb, and blind, they will not return (to the path).
Isn?t the Allmighty talking about these facts ? He said prove evidence to the contrary if anybody can.

I actually believe that there are other small verses that talk about them, like the verse about those on th JD who thinks they were making good deeds, however I totally believe that verses 28-20 are explilcitly about the terrorists, there is even a suprise in the english translation for these verses

what I'm saying is this, the verses 28-20 CAN'T be about the hypocrtites, but you have to know every so called Muslim terrorist can be a hypocrite but NOT every hypocrite is a so called Muslim terrorist, please read 28-20 again and you will see that all the descriptions in'm CAN't fit a hypocrite, it is a shame that many muslims follow the traditions blindly that these verses are about the hypocrites while the fact of the matter it can't be, simply Allah never used the description "hypocrites" to refer to them in all these 13 verses as well there is a couple of descriptions that can't fit a hypocrite
in the english translation in the metaphor about them 219 by Yusuf Ali, we even read the word LADEN, i'm not saying it is refering to him, but what a conincedence that is for a verse giving a simlititude about the terrorists and we read the word Laden in it, all the descriptions from start to finish 38-20 fit a terrorist like a glove
This is just another miracle of the Quran, it always describe to us the affairs happening around us

both belive they are correct but there actions seem to tell a diffrent story.

if those western terrorists say that they believe in Allah and the Last Day while committing atrocities then 28-20 apply to them

I totally agree.
I am also thinking of people like (mutawwe3) who terrorize muslims with their whips at least five times a day everyday. Another kind of terrorism?

They are the "religious police" of the country. Where I lived, they were around all the time, telling people to go pray, stop listening to music, making sure women were covered up etc. -
