I think it depends on the circumstances and the consequences of such behavior. We have the mentality of honor killings and revenge killings in some cases. I think maybe the 100 lashes could be talking about adultery but maybe not. But its not accurate to imply that whats meant by God's law is a punishment of some sort since God can punish in many ways and does not need humans to do so. Plus these issues varies from scripture to scripture and even within scripture depending on circumstances. There is nothing about punishing adulterers or anything about sexual conduct in the Gospel yet the Quran says
5.47. Let the people of the Gospel judge by what Allah hath revealed therein. If any do fail to judge by (the light of) what Allah hath revealed, they are (no better than) those who rebel.
I think we need to understand the terminolgy as the Quran understands it and not how we use it in common language. Of course we will never have complete answers to what the Quran means or not but anything that can not be understood must be so for a reason.
Societies react differently regarding this issue and a tribal Arab society like Arabia, such issues can mean bloodshed. So it makes sense in this case that the Quran would deal with such matters as it sees fit. Just like we know the Quran spend a lot of ink on issues regarding marriage and alos with alliances between tribes and parties which Arabian societies relied on for social order. Maybe it would have dealt with these issues differently in a Chinese society. WE know adultery is condemned in all the scriptures and is one of the ten commandments, so there is no issue about it being a grave sin. But even there how you do it and with whom makes a difference. God accepts repentence but human laws do not. God looks at intention and willpower while human laws do not. God punishes even when nobody sees but human laws do not. They can never be the same.
What I have noticed is whenever we try to create an orthodoxy(standard common rituals like haj, salat, qibla etc) or we try to create a theocracy we run into problems in interpreting the Quranic verses. But when we look at theology, ethics and spiritual guidance we do not run into problems as much. Thats says a lot.

No that isn't quite so. Quran 781 is about lesbians for sure.
