The difference is only about who said this, here the people, who said this, does not include Pharaoh. What he said is mentioned after it. And in the parentheses is explained because of Prefixed conjunction which shows cause/reason-sequence and effect/consequence. This is told at some other place that they did so because of feel of pride. All such statements were made to diffuse the effect of demonstrative signs that caused a division amngst the elite and to give a strong signal to those who had shown difference of opinion in their reaction.

The non-White Muslim male is the number one enemy of White Supremacy (Racism).
Clearly, non-Whites are VoRs (Victims of Racism), but they are also "public enemies" - that is, enemies out in the open, in plain sight - of White Supremacists (Racists) because of the PERCEIVED 'threat' that they, that is, VoRs, (allegedly) pose to White Supremacy (Racism) - at least insofar as the Racial (White Supremacist) consciousness/worldview is concerned. The perennial 'threat' of 'The Other' is described in detail in works such as "The Rising Tide of Colour Against White World Supremacy" by Lothrop Stoddard (1925), and more recently in the book by Frank Furedi entitled "The Silent War". This ANXIETY concerning 'The Other' is a product of alienation from God/Allah and is Satanic in origin.
Muslims - by which I mean those who self-surrender to/for God/Allah - are public enemies because Islam is incompatible with White Supremacy (Racism). Islam maintains that all colours/hues are of equal worth in the Sight of God/Allah and that it is the Sight of God/Allah alone that is of worth/value in determining what is just and correct.
Males are public enemies quite simply because males are, on average/in general, physically stronger and more aggressive than females. Thus, in order to subjugate a people, it is necessary to EMASCULATE it - that is, kill its males, physically and/or psychologically (that is, commit acts of genocide and/or mentacide).
