The command is the same no matter which people heard about Allah from a prophet and that is BE GOOD and HAVE FAITH is more or less it. Be one with the Singularity that created you and to which Singularity you shall return.
The commandments are a help to let you be guided towards purification and wholeness so you are not an anomaly to The Singularity. Absolutely voluntary, but consequences of not following them is disastrous. But oppression and injustice is completely an abomination not voluntary at all but should be fought against by conscious people. And several of the commandments are actually not voluntary such as thievery, murder, false testimony and adultery, because someone else is hurt and it means injustice. This is why polytheists/mushriks are to be killed unless they are mindful of salat because it does not mean prayer but teaching/command of Allah and the particularly against the commands that cause oppression and injustice.
If one is oppressive and unfair they break the number one commandment Allah is your Master. Obey The Creator. And The Creator hates impurities/anomalies.
So the fools in the passage in question are told to be mindful of what The Creator stands for, the attributes. They should be one with The Creator.
So much for a ritualistic prayer which people seem to defend to their graves.
