I think the early translators might have got lost in the translation - while people like lane has done a much in depth time consuming research.

Allah (is) He who has proportioned/measured the qualities(human qualities) and the disposition/inclination/desire-to do good and sent/bestowed from the attributes essence and brought forth thereby gain/fruits/benefits as provision for you and He has made to be of service to you affairs that they may trade in/with the vastness/knowledge by His command and He has made to be of service to you the inroads to other territories.

And He has made subservient to you the avaricious and the deceiving both in pursuit of materialism and He has made subject to you the decline/decadence and the prosperity.
