In response to the question of whether they are of those mentioned in 7181, I believe they certainly are. A Muslim is one who submits to the way of God. Enjoining what is right and forbidding what is evil, standing up for what is just and condemning opression, struggling in the way of God (jihad fi sabeel Allah) through protests and million dollar movies is all amazing and should not be trivialized.

Believe in Allah
Enjoins what is right
Forbid what is wrong- They are not all alike; of the followers of the Book THERE IS AN UPRIGHT PARTY; they recite Allah's communications in the nighttime and they adore (Him).
- THEY BELIEVE IN ALLAH AND THE LAST DAY, and THEY ENJOIN WHAT IS RIGHT and FORBID THE WRONG and THEY STRIVE WITH ONE ANOTHER IN HASTENING TO GOOD DEEDS, and THOSE ARE AMONG THE GOOD.
- And whatever good they do, THEY SHALL NOT BE DENIED IT, and Allah knows those who guard (against evil).
