My reply might need more research, but from the verses you mentioned, and some other verses, I think that Allah refers to Himself as "We" when He speaks as The Lord (Rab), a position of Sovereignity and Mighty; and when He is speaking as (Allah), a position of Mercy and Guidance, He refers to Himself in the singular pronoun. Watever the correct answer is, I believe that We or I both refer to God.

Respectfully. jediI agree with Samia, 100%. Some people in this country also have problems getting this WE and I thing and when they hear how queen of England also refers to herself as WE, then they get it.
Of course, it is wrong that humans (king and queens) refer to themselves as WE. They shouldn't but what can you do?

i was wondering if these three pronouns "I" , "We" ,and "He" have anything to do with verse 4251 , because it states that Allah has three methods of communictaion with human beings and in the Koran also three pronouns("I" , "We" ,and "He" are used.
4251 And it is not for any human that Allah would communicate with him except through inspiration/wahi ,or from behind a veil/hijab , or by sending a messenger/rasool to inspire whom He wills by His leave . Surely He is high, wise.

I mean in my first language urdu we can be singular.

As Alen mentioned above, "we" in Arabic could be used by a sovereign instead of "I"; but also when you do not want to go personal, as in writing a research/thesis; it would be more appropriate to use the plural "we" than "I" as in "when we investigated this matter, we found that..". One could also use the plural "we" in politeness as when applying for a job or when making a demand/request in formal situations.

"I/We" depends on your point of view. God is the core of our being. Remember, The God blew into us from Its Divine Energy(Ruh Ul Qudus).
God is showing us our true Divine nature. WE=US, and so it is changes back and forth through the entire mesasage.

it is not lieke can be singualr, in fact it is not, but it is common in arabic to metaphorically refer to a singualr and it only means respect

it seems that many languages have this metaphorical use of plural to refer to a singular, even English
