Muslim countries are at the bottom of both lists, yet none of them applies the hand cutting. I think it has to do with believing that if the law does not see you, God does. An important effect of believing in an All-Seeing God.
Are the Shariah laws not enacted in Saudi Arabia??

I used this site when I wrote my (nowegian) article on hand cutting. I found that there are "muslim" countries, as Samia pointed out, with lower theft rates than S.A, without cutting of hands. In fact, if I remember correctly, the country with the lowest theft rate, does not cut off hands.
