This is what I see regardin the dispute about 2196 ( Hajj ) thus far
When you shave your heads after fulfiling your duty, you are indeed relieveing your head, am I correct?
You are relieveing your head sympolicaly and metiphor ( or outside and within, phisicaly and mentaly, ect..governing and similary).
We believe in it all, it is the truth from our Lord.
There has been dipute in 2196 about the commandment " do not shave your heads until your donation reaches it destination."
Some claim that its symbolic ( i.g. literaly not shaving your head ).
And some claim its metipor meanings/ mental, ect...( meaning that you can shave your head if you want, and when you want )
Those who claim its metipor meanings may decide to disregard the shaving of the head. In other words they cut their hair when they feel like it and they havent even fulfilled their duty, because they think that it means somethin mental, but they are aware/ bear witness that 2;196 could mean " do not shave( literaly) your head"also.
So do you see if it was from God and you rejected it? Who is further astray than those who are in opposition?
Those who claim its symbolic ( one of Gods symbols ) may decide to disregard none of it. In other words they dont shave their heads nor relieve their head (of their duty)...until the vision is fulfiled. They believe in all of it.

Some verses are governing and some similar, those with desease in their hearts will follow what is similar seeking to confuse, trying to derive an interpretation. But none know its interpretation except God and those well founded in knowledge. They say " We believe in all of it. It is the truth from our Lord"

I think this is an amazing verse as per a gathering of people in a central sacred place for hajj/debate where people also make sacrifices/offerings. It's like being in the UN. The purpose is to solve world problems and make offerings and sacrifices to help and save humanity.
I have my own views on this verse though. One includes animals as they can be sacrificed so as to spread food for people, and the other refers to gifts as root H-D-Y also refers to gifts/offerings. So it depends on what you are offering as some countries may not even have animals/meat.
So may Allah forgive me if i lack knowledge, but this is approximately how i see the verse
And conduct the hajj (pilgrimage/debate) and the omra (growth/building) for Allah, and if you are strained then whatever is available of the offering,
***And do not relieve your head until the offering has reached its position, and whoever of you is ill or in his head there is inconvenience then forgo some siyam or integrity or worship
But if you are secure whoever enjoyed the omra (growth/building) to the hajj/debate but then he got no ease of (obtaining) an offering (contribution/sacrifice)
so whoever does not find such, then siyam 3 days in the debate/hajj and 7 if you return,
that?s 10 in full, that is for one whose family (representatives) are not present in the sacred central
And revere Allah, and know that Allah is severe in punishment.

***And do not abolish your head (sacrifice the animal) until the offering is geared up, and whoever of you is ill or in his head there is inconvenience then forgo some siyam or integrity or worship
the above being, if using animals because animals are heads (of sheep, goats etc.) that you sacrifice as well.
Shaving your head does not feed hunger or save humanity.

Everything else to me is just guessin, and conjecturin, and confusing. You must choose one word.
And from my understanding there will be no debating in the pilgramage. And whoever inclines towards evil in it we will let them taste a painful retribution.
There will be no fighting in it unless they fight you in it. And if they do then take them and kill them.
to me not shaving your heads until you complete the visit or send your donation ( feed hunger and save humanity ) does honor Gods symbols,and restrictions, and gives one a sence of duty and focus towards the Qibla.

Like the Nazarites, samson, and there is another somewere, I think he was a king who only cut his hair once a year ( why, I dont know). They were commanded not to shave their heads to fulfil vows and dutys with God.

God is owed by the people to make pilgramage whoever can make a path to it. And whoever rejects, the God is Rich, the Praiseworthy.
And whoever honors the symbols of God then it is out of their pity.
And do not violate the symbols of God, nor the donations, nor what is regulated.
You shall set yourself towards the Restricted Temple. And werever you go out or werever you my be you shall set yourself towards it.
You shall take from the situation of Abraham for the daily prayers.
Bring forth your proof if you are truthful. I brought mines.
You bring me a chapter like it then that is better in guidance so I may follow it, if you truthful.

My understanding of the verse is
2196 And complete the Global Debate that restores mankind's problems and rebuilding of society to make it last/lifelong. If you were besieged or blockaded (as the global peacemonths are violated 93-5), then make it (a peacetreaty or victory with the war-pursuing nation) possible through the guidance, method and manner of conduct (as displayed in the Qur'an).
And not remove or reduce your leaders till correct manner of conduct is reached at the place of solving problems (appointed place to discuss a peacetreaty).
If any from you (nations) is disordered, weak, deficient in strength or defective of it's capital, government or leadership, then the exchange is abstaining (from warfare/violence or any global siiues) or charity (to any needing nations) or to apply oneself that which is serving (the system).
When you are all safe and entrusted with global peace and security, then whoever prefers or gains anything useful with rebuilding and colonization of society untill the Global Debate that restores mankind's problems (may continue).
Then make it comfortable and possible of the guidance and right manner of conduct (by making sure all nations have access to resources and peace). But he who cannot do this must abstain (from demands or conflicts) 3 days/periods during the Global Debate that restores mankind's problems.
And (abstain from) multiples (conflicts) when all have returned that population cultivation and familiarity is perfectly achieved.
That for the nation who's people are not present at the obedient position of the binding decleration of protection.
And You must be on guard of the Divine Authority and to have knowledge of that the Divine Authority is witness of the how your deeds will have consequences and how you solve your affairs.

This is not entirely correct. Halaqa refers to removing or reducing something. So hallaaq=reducer and/or remover, the context of what he removes, i.e. hair, makes him a barber. Halaqa is not directly linked to removing or reducing by the use of cutting, but this is what has been linked to the rootmeaning since you can remove or reduce something using a sharp object. Ar-Ras is head, but in almost every culture the body represents the society, and the head always the rulers. We can see this even reflected in 9th century hadith about the Ummah is like a body, when one part is sick, the rest will also get sick.
Since the Qur'an has a global purpose in mind, I cannot accept a Qur'an interpretation focussed on personal worship issues, as these do not create the results of worldpeace and balance as pursuit by the Qur'an. Thus la tahliqoo ruoosakum to be understood as reducing/removing the head(hair) makes no logic in the grand scheme of things. Especially not since we are dealing with a global debate since all mankind is invited (An-Nass 396), and how can you invite mankind, from whom many will not believe in the Qur'an or its view on God and life, and demand such a personal ritual of cutting the hair? And how does this serve world peace? This is why a more logical and neutral/secular meaning must be arrived at.

God does not want to place on you any hardship, but He wants to cleanse you and to complete His blessings upon you that you may be appreciative.

Hallaqa in this verse in the Quran and in the context of hair/head means to cut one's hair to any length. So Anthonywallace, if you want a specific translation here it is To cut one's hair to any length. So when you get to the place of pilgrimage you cut your hair however you like. I know Arabic very well and the evidence I gave you was enough. In all Arabic (including Classical Arabic which is the one we are discussing) if you say 'I cut my hair' or '? got a hair cut' you say hallaqtu ra'si/sha'ri' or 'hallaqa al-hallaaqu ra'si/sha'ri'. It doesn't matter how long you make it as long as you cut it.
