As-salamu alaykum!
I have been trying to understand the implications of 923 in regards to relationships with non-Muslims. I thought it was okay to be friends as long as they don?t hurt or fight Muslims based on 608 and 609. But 923 seems to forbid close relationships with non-Muslim family just based on their disbelief?
I had seen someone mention that 608 and 608 does not include all non-Muslims, which has confused me even more. Could this be true?

O ye who believe! Choose not your fathers nor your brethren for friends if they take pleasure in disbelief rather than faith. Whoso of you taketh them for friends, such are wrong-doers. (923)
Allah forbiddeth you not those who warred not against you on account of religion and drove you not out from your homes, that ye should show them kindness and deal justly with them. Lo! Allah loveth the just dealers. (608 )
Allah forbiddeth you only those who warred against you on account of religion and have driven you out from your homes and helped to drive you out, that ye make friends of them. Whosoever maketh friends of them - (All) such are wrong-doers. (609)
