don't see how killing a nonbeliever is any different from killing a believer. so i don't know why such title?
anyway, it depends on intentions... for example, in war or selfdefence it's ok to go as far as killing, but in that state our intention, energy's different... yet if one does it out of aggression, hatred, anger... it's different.
and these 2 types of energies that go through thebody at the time are completly opposite, so the end result (after this life) will also be different. -

It is not righteousness that ye turn your faces to the East and the West; but righteous is he who believeth in Allah and the Last Day and the angels and the Scripture and the Prophets; and giveth his wealth, for love of Him, to kinsfolk and to orphans and the needy and the wayfarer and to those who ask, and to set slaves free; and observeth proper worship and payeth the poor due. And those who keep their treaty when they make one, and the patient in tribulation and adversity and time of stress. Such are they who are sincere. Such are the God fearing. -
493 And it is not for a believer to kill another believer except by accident. And whoever kills a believer by accident, then he shall set free a believing slave, and give compensation to the family; except if they remit it. If he was from a people who are enemies to you, and he was a believer, then you shall set free a believing slave. And if he was from a people between whom you had a covenant, then a compensation to his family, and set free a believing slave. Whoever does not find, then the fasting of two months sequentially as a repentance from God; God is Knowledgeable, Wise.

Thanks for these valuable links. The word 'mushrik' is used in contrast to the word 'momin'. And 'mushrik' are OK to kill according to chapter 9. Therefore, momin is sacred life. The difference between a Momin and a Mushrik is the Salat and Zakat. So anyone who doesn't do Salat and Zakat can be killed without penalty.
95 So when the restricted months have passed, then you may kill the Mushriks wherever you find them, and take them, and surround them, and stand against them at every point. If they repent, and hold the Salat and Zakat, then you shall leave them alone. God is Forgiving, Merciful.
