Personally, I think your concerns are justified. Our bodies lose at least two to three liters of liquid per day when it is very hot, and are only able to "store" 1/4 to 1/2 liter per hour. So theoretically, you would have to stay up most of the night in order to assure that you get all the water you need. Now not everyone can afford to do that when they have to work or look after their families / kids.
Maybe you can try it and see how it goes, and in case your body can't take it, you break your fast and make up for the days later, or give money instead.
I know some German Muslims who solve this problem by using Mecca time for fasting, maybe that is something worth considering for you?
