Yes, Plato also wrote about Benevolent Dictatorship 2000 years ago, when he envisages societies ruled by "Philosopher-Kings" in his work "The Republic". I like the idea of being ruled by "Philosopher-Kings" but I also think this type society will stagnate easily since there will be no influx of new blood and talent in the government... It is possible to have a perfect democracy. I reserve my judgement on that -) I prefer to see democracy as flawed as human beings are flawed. From my experience (I'm Indonesian) democracy per se does not provoke religious/ethnic conflicts. When the Suharto dictatorship fell in May 1998, many hidden conflicts suppressed by his authority cam into view. The resulting conflicts (Ambon , West Kalimantan , Poso ) erupt because of the loss of control, and provocation by outsiders. Proper democracy were also beginning at the same time, but I don't see how the two were interlinked in a causal relationship. I tend to see both (rise of democracy and conflict) as a consequence of a shake-up in the authority structure. The analysis is flawed in ignoring the exact state of authority at the time conflicts start in each country. It also ignores the fact that dictatorships sometimes suppress religious/ethnic tensions by coercive means, which do not erase the tension but merely built the potential for future outbursts. Salaam, I prefer a system of welfare that is not concentrated in the hands of a few such as the government where we have limited knowledge on where the money goes. Perhaps, it goes to good things as NHS but perhaps it goes to many terrible things too. This is not particular to UK but a worldwide phenonemon. Also if Jaxals pound in his pocket was worth what it was 10-20 yrs ago, and he was not so severly taxed maybe he could pay for the operation himself or those around him could help. After all who made his money worth less but the government? I just don't believe how the humanity of government is a substitute to the humanity of populace. Maybe, its too late for this as we have gotten use to the welfare state. With taxation I think we're merely enslaving ourselves to a few as in the example of Pharaoh and his esoteric society of priests. People in government are human after all and their incentives are to stay there, hence why cede more power to a power that corrupts? In my opinion...

Here is something that I had posted on another thread that I think might help My understanding is that "7ajj" is a gathering like the annual fair. People come from all over to trade, get benefits, meet other people, and be reminded of The God's favors. We are told in 2227 that Ibrahim invited people "WITH/BI al-7ajj" and not "TO/ILA al-7ajj" to witness benefits. You can only invite ALL people with something beneficial and non-descriminatory. We are told in 2827 that Moses was hired to work for 8 "7ijaj". What was hired to do? Clearly, he was hired to work and tend for sheep (2823-24) and NOT for any religious pilgrimage. What does working and tending sheep has to do with "7ajj"? Naturally, people work and produce so that they can BARGAIN with their products. Bargaining is a kind of debate and it results in witnessing benefits by the seller and the buyer. Thus, "al-7ajj"/the debate is like the annual fair where people work all year and then go to sell and/or buy products. Mid summer - early fall is the natural time for such markets because produce and livestock are plentiful. The large gathering of "7ajj" provides a good opportunity to remind as many people as possible of The God. It is also an opportunity for the advantaged to donate and provide for the disadvantaged. When one keeps in mind the purpose of the debate, one can see that the time where in general produce and livestock are plentiful is the best time for the debate. The burning/red full-moon takes place between June 21-July 20 or so. The natural time to harvest most crops takes place from mid-July to about mid-October.
