Would it be okay for a woman to sing naats or qasidas in public gatherings? What about Quran recitation in public? If this is not okay, would it be okay for either in a case wherein it is done anonymously from behind a screen?

Walaikum assalam,
It is permitted for them to do so if it is solely in the presence of women, in such a manner that strange men would not be able to hear it, and no other impermissible matter was associated with it.
It is not permitted for men to listen to the singing or recitation of strange (non-mahram) women, whether it is with or without the fear of fitna. It does not matter whether this takes place from behind a screen, a recording, or otherwise, because it is established in the primary texts that a woman's voice can lead to fitna. As such, it may not be used in ways that could be expected to lead to it.
As for talking to someone of the opposite gender, if there is a reasonable need, it is permitted to the extent of the reasonable need, and disliked otherwise.

I have an app on my iphone that has different Quran recitations and it has one by a woman (in English) and next to it, it says, "Sisters only."

Men need to practice self control and lower their gaze as the Quran instructs us to do.

yes, its that verse Mazhar is talking about and I don't have it wrong! This is the verse that Muslim based their reasoning when talking about sexuality/attraction related to women's voice!
